I've searched the web for this application, but I couldn't find anything. There are a few ones available, but their functionality is mostly related to sprinkler hydraulic calculation. I believe this is not the application you're looking for, but here is the search query taken from Google in case you want to study the results as well to see which one is available for you.
Secondly, any digital program accepts payment Paypal or Credit Card. If one isn't available, then it's the other.

No. I only work with Windows XP. You can install Oracle Box and install it on windows 10. Run XP or Oracle and use the program.
